All too many

How are we supposed to know "All too many" is a some statement? It uses a Sufficient and Necessary key word, and I do not recall it being covered in the lecture. Again, this seems like another way the LSAT is convoluting stimuluses and trying to trick people.

Also when I read "all too many" together I feel like most is a better fit than some, how are we supposed to assume that it should be some?
