Can someone lease explain why A is incorrect?

Hi, what exactly makes (E) stronger than (A) here? Between the two, I landed on A because it talks about "art" specifically, rather than "cultural property". Also, (D) is only concerned with pieces that have been reported as stolen, whereas A is more broadly encompassing and may alert governments and rightful owners to missing art/artifacts that may not have been reported as stolen.

I also chose answer choice A here. E only encompasses works of art that have been reported as stolen, but the passage indicates that many stolen art pieces are not regarded or acknowledged as stolen or are passed off as legitimate sales.

Hi, the legislation the author proposes in the final paragraph would be to make it easier for victims to find stolen art.

A might do this, but I don't see how it would help. "Catalogues and scholarly articles" only cover a small proportion of the art market (private sales, items acquired but not displayed by museums), and most importantly, A only refers to government and institutions. What about domestic institutions, or foreign private individuals? E has none of these drawbacks.
