Why is C incorrect?
E seems more like it's describing an advocate with some reserves, while C seems like it is describing a critic who has been partially swayed due to overwhelming evidence.
Posner seems to be more in line with the former, but I must be missing something here. Could you please help me out?

I'm not a tutor but I think I can help with this. A key word in C is "wholeheartedly" and there is no evidence in the passage to suggest that the author holds that kind of support for the movement. He says it has promise, but that is not wholehearted support for the other team.
I think that with a word as strong as "wholeheartedly" there would have to be significant evidence showing that he was no longer a critic of the view, but he definitely is still a critic.
I wouldn't say E is describing an advocate with reserves, either. Most of the passage is about his critiques of the movement and only a small portion describes him conceding that there is some value to the movement.
I know this was posted a bit ago, but I thought I'd answer in case it could help anyone. Also, if an actual tutor sees this please let me know if my understanding is correct.
