How is B the correct answer?

I understand why the other answer choices are incorrect and kind of how B is correct, in that it connects the notion of accuracy to political bias, however, I'm confused about the wording of B. "Scientific assessments should not be issued by government ministries unless they have very strong reason to believe that those assessments are accurate." Wouldn't the ministries BELIEVE their report is accurate no matter what, BECAUSE OF the political bias? I know this might be too big of an assumption, but it'd be a direct result, even if the ministry BELIEVES its report to be accurate, political pressures could force them to report something as accurate, no?
