What is a sure way to distinguish between the conclusion and the subsidiary conclusion?
For this passage I was torn between the first two sentences when determine the conclusion because they both fit the common conclusion types. Why is "Law without enforcement is not law; it is merely a statute a promise of law..." not the conclusion?

Yeah that's why I thought as well. I thought within a general stimulus/main point question, when a question is asked, the main point is the answer to the question. Also, I put B as my answer choice but can someone explain why is it C? In my opinion, the passage repeatedly use the words enforcement and punishment and it summarizes how real law should be enforced through punishment due to one violating the law. However, I'm open to some clarification as too why C is the correct answer choice and not B.
