I chose A simply because the passage states the exact same thing. The question is asking for an inference, though, and A was not correct, so should I assume that the correct answer can only be something that is not directly stated in the passage?

Hi, the passage doesn't state A. It states that one third of working moms work part time, not that one third of part time workers are working moms.
