B and C both work

I am very confused because choices B and C both work. choice B: F--H--L--T--P--T choice C: F--L--H--L--P--T Please help me understand why B does not work. Thank you!

B doesnt work because F activates the rule where P comes before T. choice B has a T coming after and before.
