Why G?
Ok, If G is selected, then K must be selected. So, we have, "G" as the chair, K is a member, F is a member, Q is a member.
With an EMPTY SEAT LEFT - we have all rules followed so far. G,K,F,Q with G as our chair, leaves an empty fifth seat, which we could place S into, and all rules would still work. Therefore, "G" could be our Chair... Any explanation?

The only rule not accounted for in your scenario is rule #2: the chairperson must be a representative belonging to the group from which exactly two representatives are selected.
If F, G, and K are selected from the tenant group, that is a group of three, so the chairperson can't be from that group. The chairperson would have to be from the group of exactly two representatives: in this case, the homeowner group. Therefore, G can't be the chairperson.
