Why is the correct answer C?
I don't understand why assimilating into mainstream society, as worded in the passage, implies moving to urban areas. I ruled out this answer choice because I imagined it is not necessary to live in urban areas to be a part of society.

Hi, the first paragraph does tell us that a major goal was to move Native Americans off of reservations and into mainstream society. While it does not have to be urban, a policy of moving Native Americans off of reservations and into cities would indeed be consistent with this goal. Similarly, a policy of moving them off reservation into integrated suburbs would also have been consistent with that goal.
