Please Help! Why C and not A.

I read the previous explanation for why C was correct. I am still confused why A is wrong. If 90% of the surveys were return, 62% is still over half- wouldn't that provide evidence that the medical journal's decision produced the desired effect? Thank you!

This fails to get to he core if the issue, even if they got a good sample of existing readers, this is wildly not representative of the general public, or of potential readers.
