Why is the answer not C.

This doesn't make sense. I have been doing this practice for 3 hours. I am not learning. Most answers are the same in meaning. I get most of them wrong. Most of the questions don't have a video. I am wasting my time!!!

Incorrect. The stimulus states that criticism is MORE LIKELY to have an impact in a democracy than a dictatorship, but that doesn't mean that it WILL DEFINATELY have no impact in a dictatorship, so this answer is too strong.

"more likely" is not the same thing as "certain". 'more likely'= a higher chance/possibility
"certain"= Will happen 100%

(I am not an expert, but this helped me get to the right answer)

C doesn't work because we know that this criticism is going to be more effective in a democracy, but this does not mean that it won't have any effect on the dictatorship. C's absolute language is simply too strong for us to be able to infer, so we can get rid of this choice.
