just for clarification purposes so the word cannot becomes can in a lot of passages except this one because this passage says "either" in the last sentence so is that the reason why the sufficient gets negated?

what I'm trying to say is when does "cannot" become can? because in some passages It becomes can, but in other it becomes can?
