I need a bit of clarification rule. Rule 1 states if G then no H/Y.
If y is selected then we can't have H/G because that's contrapositive. So I guessed E as the correct answer because we are left with JKL

Your contrapositive here is correct. We would write this rule as G(f) IN -> H(f) and Y(p) OUT Contrapositive: H(f) or Y(p) IN -> G(f) OUT.
However, E isn't the correct answer here because the question is asking us which couldn't work as the group of fish. With E, we could have IN:J(f) K(f) L(f) W(p) X(p) OUT: G(f) H(f) Y(p) Z(p) This game works and doesn't violate any of the rules, so E does work and we can therefore eliminate it.
