I understand why C could be a correct answer but why couldn't D be just as supported by the text? The passage states that the model works for 18th-century English concepts broadly. Why does that support the Whigs more than the Torys?

Hi @Tayloryork, this question is asking us with which group does Pocock associate a vocabulary of economic progress. We see that Pocock mentions economic progress near the end of the second paragraph, in line 34. This is in reference to the whig view of the world, one which praises merchants and commerce in the interest of economic progress.

You were right to eliminate A and B, as neither are mentioned in reference to economic progress. We are told that tories idealize the rural landowners, and for that reason we can eliminate E as well. The author does not give us any reason to think that Pocock associates the tories with economic progress. All we are told about them is that they idealize the small rural independant landowner- and the virtues of self sufficiency and public service. These virtues may be somehow linked with progress, but we are asked which group is "most clearly" associated with the language of progress.

Since the author explicitly states the whigs use the language of progress, we can safely say C.
