the explanation says J HAS to go in the afternoon?
The explanation says J has to go in the afternoon directly after grace. but the codnitions in the question say that grace has to go at SOME time before J?

You are correct in that J has to go sometime after G, not necessarily right after G. However, in this game, Hotels are not inspected on Wednesday, and G and J are both hotels. So if G is Tuesday morning:
Morning: _ G _ Afternoon: _ _ _
J has to come after G, and the only remaining space for J would be Tuesday afternoon:
