Why is E wrong?

I understand that E is irrelevant to evaluating the performance of the ruling party during 1996-2004, as it pertains to the party that managed the economy before 1996. However, doesn't this still mean that it doesn't counter the opponent's explanation, therefore it's correct?

E here actually DOES counter the opponents' explanation because it means the decreases from 96-04 weren't from the ruling party, it was from events that transpired before the ruling party even came into power.
