Explanation for A

How is A correct when the conclusion states "It follows that the pet lovers were voted down on their proposal by the majority of the tenants." Doesn't this mean that they didn't obtain the 10% of the signing of tenants petitions because they were voted down?

This is a tricky one. The stimulus states that “only if a group of tenants can obtain the signatures of 10 percent of the tenants on a petition to change a rule will the proposed change be put to a majority vote of all the tenants in the building”. This would diagram as follows:

Vote to change rule ? 10% signatures

In other words, the vote won’t even happen in the first place if they cannot get signatures from 10% of the tenants.

The argument then states that the pet lovers were voted down, which means that the vote actually happened. Thus, according to the conditional statement above, they must have successfully gotten the 10% signatures.
