For the EXCEPT questions, make sure you know exactly what you're looking for before starting to evaluate the options. This is a strengthen Except question, so we're looking for an answer option that DOESN'T support the idea that the odds of being arrested and convicted favor the criminal. Here, D should stand out as that answer because D does not support the idea that there are low odds of being arrested and convicted - it's just talking about sentencing which is irrelevant to the claim.

You can also approach these questions by knowing that there will be four answer options that do strengthen the argument. So, whenever you find an option that does strengthen the argument, eliminate it, until you're left with the option that does not strengthen.
