Stuck Between B and E and I went with B

How is E the correct answer when E states, "fails to respond directly to Rotelle's claim" I wouldn't say he "failed" to respond to Rotelle's claim when he purposely stated, he didn't want to make age an issue. So how is this answer correct?

So Rotelle is saying that Sims is too old to address effectively the difficult issues facing the country, while Sims replies by saying they don't want to make age an issue. However, in this response Sims fails to address Rotelle's claim that Sims is too old. They are just skirting the question. Sure, Sims has offered a response, but their response doesn't actually get at the point Rotelle is raising.

An analogy might help here to understand this point. Suppose we're friends and you propose that we go to restaurant X for dinner. I reply and say, that doesn't work for me because I'm allergic to peanuts and restaurant X has peanuts in every dish they cook and can't take them out. And then you reply to me by saying "well, I don't really want to take allergies into account when we're deciding where to go to dinner". Sure, you replied to my concern but you actually didn't address the point I'm making, just like Sims replies to Rotelle but fails to actually show that Rotelle is wrong in saying Sims is too old.
