The question makes it seem like its actually a parallel reasoning question instead of a flawed parallel reasoning question. What in the question indicates it's a flawed parallel reasoning question?

Hi Tyler, You're correct that nothing in the question stem here would immediately indicate it is a parallel flaw question rather than standard parallel reasoning question. However, in breaking down the stimulus we quickly see that the argument is flawed - they gave a conditional, and then concluded the sufficient condition on the basis of giving us the necessary (which we can't do). We'd know that we're looking for an answer option with the same flaw just by breaking down the stimulus.
