Why is the inference of C correct, that the author is not aware of the scientific research and not that the author would disagree about the nuclei affect muscle strength?

The authors are both writing about identical topics (the reason it is easier to regain muscle than to gain it the first time) and looking to summarize research that explains the phenomenon.
We do not have a particularly strong tone in passage A that the author has decided the exact cause of muscle memory, but rather, that author explores several possible reasons. Thus, we have no reason to think that A would have disagreed with the research described in B. While it is a bit of a stretch, A being unaware of the research in B would explain why that author chose to omit it from their piece.
