Argument Vs Fact Example 3

Would someone be able to explain why the first sentence of example 3 is not a conclusion. My thought process was that the first sentence stating that the US ranks far behind other countries was the conclusion. I thought that this statement was supported by the statements about how only a few companies have these safety committees in the US and how they were permitted by law in the other nations. I would love to know how to fix my thought process in the future. Thank you!

The statements that the US ranks behind other countries is not supported by any of the later facts. It is a statement that is not supported by anything and not used to support anything. The rest of the set of facts does not tell us why safety is worse in the US, as it does not make an explicit link between the committees and worker safety.

While it does seem like those two statements are related- the later part of the paragraph does not prove that safety is worse in the US, (one would probably need data to truly prove it) but rather it begins to suggest a reason why that might be. However, the author never makes a conclusion that the reason why the US is worse is because of the lack of committees.
