I thought E was correct since all examples were against rDNA technology. This includes skeptical comments referencing "Brave New World" at the end. So overall I picked that the author holds that perhaps risks outweigh benefits which is answer E. To me this passage was not just a summary of the controversy,

While the ending is a bit strong (any time an author cites "Brave new world" or "1984" we can certainly draw a degree of confidence as to their view) it may not actually be the author's opinion. At the beginning of the final paragraph, the author indicates that they are citing the views of opponents of rDNA technology. Much like the author was paraphrasing the supporters of the tech, here the authors paraphrasing its opponents. We do not know the author's actual view-although the Huxley reference may support the idea that the author is a bit cautious about it.
Furthermore, the author does not make an argument that the risks outweigh the benefits. That would be far stronger than the passage is.
