The last paragraph tells us what ringers argument is, that the schools was indeed a coherent thing, and that the relative flexibility and innovation of the English piano scene was contrasted with the relative inflexibility of the Austrian scene, forcing Beethoven to look to the English.

If it were true that the Austrians readily adopted English innovations however, the point that Beethoven was forced to look to the end life no longer makes much sense.
