Question #17 - Plumbing Graduates

My first inclination at this question was to pick Answer Choice "E" which isn't correct. Then I thought it might be Answer Choice "D" since the stimulus does talk about the national average and it never actually states the national average. Why is Answer Choice "D" and "E" wrong?

D is wrong because this is not actually a flaw. If I tell you that a school is below the national average on its test scores, would you want to go there? Probably not- because you can make decisions based on if something is above or below average without needing to know what that actual number is.

E is wrong because the argument does not confuse a necessary condition for a sufficient condition.
