So, in every question there has been a step where we have to identify fact or argument but then it seems like it doesn't matter? identifying fact or argument does not change the process or have really anything to do with what the question is asking/ what you are trying to figure out. I am just wondering if I am missing something or if that is purely for us to understand the passage better by identifying what the author is trying to say.

We should understand if it's an argument in order to determine what comes next. If it is an argument, we should find the conclusion, understand how the author supports their conclusion, and look for holes or flaws in that argument. A set of facts does not have any of those things, all we should do with a set of facts is work to make sure we understand what we just read.
