I think these are both valid ways of thinking about this, and if anything , I think it is more accurate to think of U as a circle within the intersection between R and T rather than the entirety of the area. There is no reason that a plane could not be in the intersection of R and T without being in U, so I think it makes more sense to think of U as part of the intersection rather than the entirety of the intersection.
