Why are we determining a fact from an argument on the S&N conditions?

I have been working on diagramming S&N conditions and their contrapositives, but on most questions they start by identifying if it is a statement of facts versus an argument. By determining this, does it help on how we set up the structure for the S&N questions? i.e. argument is Premise/ Conclusion and the facts is just extracting the facts? I guess I am just confused as to why we are doing this?

Determining if we have an argument is important for two reasons. First, if it's a set of facts we do not need to worry about locating a conclusion. Second, we can determine if we need to attack an argument, or just understand a set of facts.
