If light 1 is off, which one of the following is a light that must also be off?

Why is it not 7?
Pursuant to the rule that if 1 is on, 2 and 7 are off, wouldn't the opposite of that be if 2 or 7 is on, 1 is off?
Then being that there had to be two on lights on the north side, wouldn't that force light 7 to be off?
Or am I wrong because 2 and 7 is can also be off if 1 is off? (Considering S + N rules)

Hi, we know that if 1 is on then 2 and 7 must be off, but all we can conclude from this is that if 2 or 7 is on then one is off. We do not know for sure what happens if 1 is off, that would be an illegal reversal
