Why is it not 7?
I thought I typed this already but it looks like it didn't post. I'll try again lol.
Why not 7? pursuant to the rule that if 2 and 7 are off if 1 is on, wouldn't the opposite be if 1 is off, 2 or 7 is on?
Then since two lights had to be on on the North side, wouldn't that force light seven to be on?
Or can lights 2 and 7 be off as well as one being off considering S + N rules?

Hi, we know that if 1 is on then 2 and 7 must be off, but all we can conclude from this is that if 2 or 7 is on then one is off. We do not know for sure what happens if 1 is off, that would be an illegal reversal
