Why is D wrong?

Is the reason why D is wrong bc the passage does not say if we are experiencing any water supply issues due to global warming and because does not say that the author's proposition "can" be used?

Hi, I think my biggest issue with D is the first clause, in which the author states that these environmental problems are not an issue yet. I think the first sentence of the passage directly contradicts the idea that rivers have not been impacted yet.
