Reading the Question Before Stimulus

On some of these Two Speaker Questions the answer explanation seems to suggest that we read the question stem first then go to the stimulus (i.e. ignore the second speaker). I thought we are to read every stimulus before the question stem. Is this not true for dialogue questions?

I would say to read the stimulus first regardless of question type. That said, glancing at the stem first probably won't hurt you, but it does just make it unnecessarily more complicated. Personally, I was taught stem first, and from pure force of habit I still do it on occasion. I think that's what happened here.
