If at least one tenant who is not a pet owner lives in #1, then which one of the following must be true?

C vs D
Hello, I'm having trouble understanding why C is incorrect. Here's my thought process: If precisely 1 tenant who isn't a pet owner lives in apartment 1, then that would force H into apartment 2 with either F, G, or K. Either F, G, or K will go into apartment 1 alone. The final variable could go in apartment 3 with J or could go in apartment 2. Personally, I feel like this should be a could be true question. I see how both answer choices C and D work. Can someone please explain?

Hi, remember that we only have two non pet owners, and one of them is J in three. If J is in three, and the other non owner is 1, then the three owners must be together in two.
