Typo?

It could be just the way I am reading it, but I think there might be a typo in the second sentence that detracts from the meaning. If not, am I missing something here?

Hi, I'm not seeing where you think the typo is. The second sentence is saying that if the proposal is adopted, he city will be able to build the things that developers need.

Yes, there is a comma missing, and that pause is important to understanding the passage. What's written is, "If it is the city will be able to build the water and sewer systems," and should read, "If it is, the city will be able to build the water and sewer systems..." Without it, I originally thought the typo could have been missing a word and read like, "If it is the city [that] will be able to build the water and sewer systems," and read more like the beginning of a conditional statement. Even when the instructor discusses this question in the explanation, she pauses where the comma should be, and once I heard her read it, then I understood this sentence.
