If the second commercial shown is I's, then what is the latest position in which F's commercial could be shown?

How is C correct?

I thought that G and L were the only long commericals and if you are in position 3 then you are either G or L

Hi, the rules do not say that only G and L can be long, but just that they must both be long. This does not preclude any other commercial from being long.
