Why not A?

Because the premises lead us to assume 30 people cannot be hired, shouldn't we be able to conclude that she will not win?

Hi, the passage is clear that we cannot hire 30 people, but perhaps we could get people to volunteer. The fact that we need 30 people and cannot hire them supports the arguments conclusion, that we must get 30 volunteers.
