O,M, and I in Q 14-18

How come O, M, I cannot be included in the 1962 slot? Also, in the 1968 slot.

Hi, O, M, and I all have something that must come before them, so they cannot be first. We put them in the last spot since they are the only three options that can go last, all of our other variables must come before another variable and thus cannot be last.
