Game Setup

I generally feel okay about setting up a master diagram for a game, but I found this one to be tricky. When thinking about setup, I try to figure out who needs to be assigned to what, but for this one I couldn’t tell. If I’m ever really stuck, I peek at the first question because it usually lends an idea to what the setup should look like, but I found it hard with this one. I wasn’t sure if I should create rows according to year or to computer/printer, with office numbers as columns. In the video, they order the rows according to computers and printers. How do we come to that? Any advice on how to figure that out?

This is a weird game setup. We have ordering. Which suggests an element of a linear or multi linear game, but we also have two groups, and our offices are given numbers rather than names. This suggests to me that we should have two separate lines for printers and copiers, since those seem to be two independent things. Since we know each office has one of each, I would consider setting them up to reflect this, drawing our four offices with a slot for a C and a slot for a P. While this feels weird for a game with ordering, I think the years might make sense as variables because of the rules. The rules do not tell us what was before or after each other, but rather it creates blocks of things that were the same year or different years. To get to this, I'm mostly thinking "if my boss asked my to draw this, what is the easiest way I could cram this into a slide deck"
