It does slightly depend on where you are in your studying, but I would argue no. It's far more important you take the time to read carefully, understand what you're reading, understand the argument, understand the question you are asked, and finally understand the answer choices than it is to do all that quickly. In my view, timing is a function of understanding and repetitions- and paradoxically by trying to speed up you might be slowing yourself down. I would lean very strongly on the side of focusing on accuracy and understanding, and then putting in the reps.
