This question got me confused, I know it said if it were true, however, this statement "derives from specific contract provisions, not from inherent state power." The correct answer A Would make the correct answer must be false? Because a has a inherit state power, which then would contradict the passage verse, not making it true?

Hi, if A were true, it would indeed contradict the passage, and thus weaken the argument in the passage. This is why it is correct.
