I think there is a way to be a bit more efficient that just plug and chug, although it isn't too different from plugging and chugging, and in this case I don't think it would be very efficient. For cannot be true questions, I like to prioritize answer choices that look like they might force something to violate a rule. Since we are talking about J, I would look for our rules about J, and see if we can imagine what would violate that rule. However, that isn't particularly useful here. I would then look at the 1-3 rule, and probably deprioritize A. However, for the rest, I would likely try them out, and rely on past examples or scenarios.
