Please break down how to go about this particular game. I feel there are rules and patterns but it is hard to find what they are and how they apply. Is there something about distribution? Please do a breakdown of this

Hi, this is a tough setup. I would probably try to think about how long a cycle must be, and it looks like we know there are exactly three clans per year, and exactly three appearances per cycle per clan. That is, there are 15 total appearances, across five years, three per year.

... and that's pretty much it. Our setup is done, but the rules don't offer us that much, only that a clan can't go three years in a row, and can't be absent from two consecutive years.
