Why not C ?
It would seem that the answer C would reflect the correct answer. Considering that the biker would place himself in danger being (others) the stimulus is referring to so the government is justified in interfering with his or her action ? Could someone briefly elaborate?

The issue with C is that we don't have any reason to think the biker is placing others in danger. The biker is clearly a danger to themselves, but the principle is about harm to others, and failing to wear a helmet is unlikely to constitute a clear harm to others.
