i was between A and E

I only chose E because I thought, as the end of the stimulus noted, that we had to connect the preventative treatments to the overall costs of healthcare? I didn't think we had to compare the preventative treatments and treating those who were not screened.

Hi, this is a necessary assumption question, so we need to find an answer that must be true for the argument to hold.

A must be true for the argument to told. If it's more expensive to screen then to treat, then the argument that we should screen because it is cheaper than treating later makes no sense.

E does not have to be true. Even if we simply don't spend the saved money the argument still can stand.
