Hi, the argument is that carmakers cannot be correct they cannot meet the new requirements since they were able to innovate their way out of similar requirements in the past. This is an argument by analogy, the author is saying that since they succeeded in a similar situation they will succeed in this one. The argument is not offering direct evidence that they will succeed, only showing that they succeeded in a past similar scenario.
