How can we deduce that the Motor coach is talking about professional drivers?

So if you are professional driver -> you are more competent but if you are competent that doesnt mean youre a professional driver. From the answer explanation: The Motor Coach Driver states that reducing the speed limit would "forc[e]" some professional drivers to speed, thus breaking the law. Making the law would force some(at least ONE) competent and law abiding drivers to break the law. Sorry if I'm being annoying, but I cant see how we can deduce that person is a professional driver.

Hi, we know that pros are more competent. We lower the limit, we would force at least one pro to speed, according to the coach, which would mean that we would this force one competent person to speed.

The coach doesn't exactly make that explicit, in fact, there is an implicit part of his argument that there exists at least one professional driver. However, this ultimately doesn't figure into why the right answer is right. Despite the unstated premise, the much more salient flaw in the coaches argument is that being able to drive fast is not the same as being forced to drive fast.
