Untangling the question stem

In untangling this question stem, I thought that it was saying the correct answer choice would validate both recommendations--in other words, be a principle both parties could use to justify their recommendations. In reading the correct AC I saw that it vindicates one party but not the other. The other question ACs did not provide a rationale for either party. So is the question stem actually asking which one of these provides a rationale for one of the parties involved?

This is a rare type of question that's basically a hybrid between a strengthen and a weaken. The question stem is asking us not about which will validate both, but will validate one or the other of two opposing propositions.

Essentially we have a choice, and we need a piece of information that will help us to make that choice, regardless of which outcome. Normally we are clearly looking to support or oppose an argument, but here, we are looking to find either!

When I come across a weird question like this I would absolutely give the stem another read through. Ultimately the question asked, while wordy, does make sense: we need to find evidence that would support one of our two proposals, which as you noted the right answer does.
