Why is it not A

I thought it could be A because the given premise is acting as an assumption for the conclusion. Can someone please explain why this reaasoning is wrong.

Hi, A is referring to a circular argument, which is not what we have here. The given premise (last two years had rain at a given time) does not assume that this year will also have that trait. For A to be correct the given premise would have to be effectively a restatement of the conclusion.
