Why is it B

I don't understand where the support for answer B is coming from. For this type of question, are we supposed to just make an inference? I'm confused as to how to approach this.

Hi, for a paradox question like this we are not supposed to make an inference, rather, we are trying to find an answer choice that explains a phenomenon in the passage. Here, there is an apparent paradox: rain pollutes the bay despite the fact that rainwater is pure? How could that be?

B resolves the paradox by telling us that while the rainwater is pure when it falls from the sky, it becomes polluted after falling on ground and Carrie's that contaminated runoff into the body of water.
