I'm confused about why she chose C instead of B. If Hodges or King were obvious candidates to have been the first to join the firm in 1961. Wouldn't it be impossible for Hodges to join the law firm in 1963?

Hi, just because k and h are the only two who could join in the first year does not mean that they can't go third. There was nothing preventing H from going third. However we know G cannot go fourth since there are four other partners that must go before G, so there isn't room for all of them if we put G 4th.
